Interesting that this man is suffering from VITILIGO, a rare skin disease that prevents parts of the skin to get pigments, which explains the strange white spots on his leg, forearm and forehead. It is said that Michael Jackson also had this disease and started evening his tone in a lighter colour to hide it. That was the start of his change of colour. Vitiligo is not contagious and gives no pain, but is not curable.
